I wouldn't expect much out of Holocom just yet. Those "...recently won a number of large, high-profile PDS projects for government...", if they are truly large, most likely are contracts that have been awarded, but have a commencement date of 10/1/08 (the begining of the new Gov't fiscal year - and fresh funding).

Really big contracts are usually negotiated in May-July, then awarded contingent on budget (e.g., if the budget is not approved before 10/1, the commencement date may be "pushed" until the budget is approved - though the contractor may commence work on their own nickel with payback later). The biggies are negotiated in advance so the DoD knows what/how much to request for the project from the appropriations folks. Same-same if the project is a big piece of a bigger overall program (which IMO is probably the case here).
