Could be either. I'll be the first to acknowledge that this is venturing far into the murky world of conspiracy theory but it could also be instigated by Leckrone. Looked at unkindly, it could be an effort, for the time being and for whatever nefarious purpose, to maintain a low SP. Looked at kindly, it could be an effort to make the patent as absolutely watertight as possible, immune from the effect of even the most frivolous attempt to breach it. Or both. Probably neither.
