So what has changed recently in Alaska to warrant movement at Big Chunk?

March 1, 2008, Anchorage Daily News (By STEVE QUINN, The Associated Press) reports that one of the clean water initiatives up for vote in August, 2008 was declared unconstitutional: 

"Judge rules against clean-water initiative, DECISION: Ballot proposal infringes on Legislature's role in allocating resources."

From February 25, 2008:
