My wild guess is that the company may be needing more cash to continue the Arizona uranium exploration. Since they apparently haven't found anything there yet, the stock price was not doing well, so a share offering for cash could have been overly dilutive. The new willingness to take on joint venture partners at Big Chunk could be a way to draw attention to that holding (and even find something of value there, if a partner could come in and do that), thus pushing up the share price for a future, less dilutive offering to fund more exploration in Arizona. Or I could be completely wrong, but if that's the plan, seems smart to me.
I think if LBSU had found something by now in Arizona, maybe they'd be a little less willing to JV exploration at Big Chunk (wanting to keep it 100% for themselves, at least at this early stage). But needing something to give us a better price for share based financing, this could be the right move, under these circumstances. It could also be a way to take advantage of currently high gold/copper/moly prices, i.e. pushing exploration while those are high and possibly going higher soon, as others have suggested. Whatever the reason for this announcement, nice to see it's had a positive effect on the share price.
