It just means that individual investors like you and me that QUALIFY....meet the TSX requirements......there are a few such as $200,000 income for the year, OVer $1million is assets, friends of the company and a number of others are able to participate in a number of these financings that would normally go straight to the brokerage houses and are much tougher to find and get access to. so the answer is yes absolutely!! if you meet the requirements.
Minimum investments will likely be anywhere from $10k to $50k.
