More than likely nothing is going on.

 Only 1,000 shares have traded at the Ask of .15, periodically / daily someone is supporting the price by buying at the Ask.  This has gone on for months now.

 However there were three Market Makers on the Bid at .115 then one moved up to .12, conversely there was one Market Maker on the Ask at .15 and now there are three at .15
