It may be that the reason such a simple solution has escaped the attention of the 'authorities' - those who head the exchanges and regulate activity - is because a lot of these 'authorities' have come from the ranks of Wall Street and Bay Street, and as with all chronyism, the guys who were formerly manipulators themselves, keep rules in effect to allow their brethren to continue to make money through the abuse of the system that they have enjoyed in the past.
